Therefore, a multilateral power trade regime in the ASEAN region could unite states to pursue a common economic and climate goal. Collaboration through the APG projects would optimise the region's rich clean energy resources and enhance national and regional security.
The ASEAN Framework Agreement for Power Trade, which is a key component of the APG MoU, is expected to facilitate the development of protocols on regional institutions, market development and infrastructure planning. The establishment of a regional institution is vital to boost multilateral power trade in ASEAN.
Countries in ASEAN produced 1,056 TWh of electricity in 202019 with 283 GW of installed capacity20. Around 76% of all ASEAN's power generation comes from coal- and natural gas-fired power facilities.
ASEAN currently does not have an integrated electricity market. Each country's electricity market is managed and regulated individually by countries, and interconnection between national grids are limited. Power generation projects are also largely intended to meet domestic market demand.
The APG MOU fosters political commitment for regional power connectivity and trade in ASEAN. As the existing MOU ends this year, the renewal of APG MOU becomes ASEAN''s top priority in 2025.
